Individual membership

Membership is open to individuals whose name appears on the electoral register for the Halkirk District Community Council area and who have complied with the procedure for application for membership. Applications for membership will be considered by the directors at the first directors’ meeting held after receipt by the company of the application.

Group membership

Group membership is open to local community groups and clubs operating within the area of benefit who have complied with the procedure for application of membership. Applications for membership will be considered by the directors at the first directors’ meeting held after receipt by the company of the application.

Guidelines

Halkirk District Benefit Fund undertakes to

  1. A) Not to use or release any of the funds for any purpose which adversely affects or works against the
    interests of the wind farm or the owner of the land
    B) Or for any project which HDBF Board of Directors anticipates will have a negative or deleterious affect on
    a member of the community, part of the community or a community group
  2. Uses of the capital payment and annual sum should follow the guidance given by the Government namely; –
    (a) Environmental
    (b) Energy Efficiency
    (c) Tourism
    (d) Recreation
    (e) Local amenity and nature
    (f) Education
    All within and for the benefit of the area.
  3. Memorandum of Association.
    The company’s objects are
    To promote for the benefit of the inhabitants of Halkirk and District Community Council area and its environs
    including the areas Altnabrae, Banniskirk, Calder, Georgemas, Harpsdale, Spittal, Mybster and Westerdale
    (The area of Benefit) without distinction of political religious or other opinion’s, by associating the local
    Authority, Voluntary organisations and inhabitants in a common effort to advance education and relieve
    poverty for the benefit of the public and to provide facilities in the interests of social welfare for recreation
    and leisure time occupation by;-
    (a) Provision of facilities for meetings, lectures classes and entertainment and for other forms of education,
    recreation and leisure time occupation
    (b) Provision of facilities for the young and elderly including mother and toddler groups, playgroups, out of
    school care groups, youth groups, young adults, senior citizens and elderly
    (c) Provision of facilities for those of any age who have special needs including the mentally and physically
    handicapped, athletes and sports persons.
    (d) Provision of training, education, meetings, lectures, seminars and talks and the promotion and
    publication of leaflets, pamphlets books and articles, whether concerned with the area of benefit or
    elsewhere.
    (e) Bringing together in the furtherance of the objects of the company of any organisations whether
    incorporated or unincorporated, statutory or non-statutory bodies or individuals
    (f) Promotion for the benefit of the public of the environment and its enhancement and
    (g) The research, collation, recording, publication by any means, dissemination and promotion of the history
    of the Area of Benefit.
  4. Funding Assistance Limits
    a. Small Projects
    I The award of a small discretionary grant with a limit of £1,000.00
    ii Projects costing up to £19,000.00 – Funding assistance normally up to 50% of project cost
    iii Projects costing up to £50,000.00 – Funding assistance normally up to 33% of funding cost.
    b. Other projects costing over £50,000.00 – Funding assistance normally up to 25%
    There is an element of flexibility in the above percentages as each individual project will be considered on
    its own merits.
  5. Funding assistance will not normally be made available to non- constituted members
